Wakefield Council has appointed Bellrock Group to lead a three-year, data-led transformation of facilities management across its 1,600-property estate.
The contract sees Bellrock’s Intelligent Asset Care division deliver “Integrator” services to the council’s hard FM operations – a shift away from traditional outsourcing towards an outcomes-focused model.
As integrator, Bellrock will provide the technological framework, property expertise and independent oversight needed to manage in-house delivery and third-party suppliers, working alongside the council to improve FM performance and build a clearer understanding of building performance through data.
Mark Tyson, managing director at Bellrock, said: “Local authorities are responsible for vast estates, and all too often lack the tools or resources to manage the competing demands on their property teams. By adopting the integrator model, Wakefield Council is positioning itself at the leading edge of estate management, giving itself a flexible, data-driven toolset that will evolve as its needs change. Across 1,600 properties, every FM decision will now be grounded in real intelligence and insight rather than assumption.”
Jane Brown, Wakefield Council’s service director for property, facilities and health and safety, said: “Working with Bellrock will help us take a more data-led approach in the delivery of our hard FM services, giving us a better understanding of how our buildings are performing and where we need to focus our resources. This will help us make smarter decisions and run our estate more efficiently and effectively.”
The transformation programme includes four elements. Concerto, a single-state SaaS platform, will be deployed to give the council a single point of reference for FM delivery across the estate. Bellrock’s in-house team is also carrying out asset and fabric condition surveys across the portfolio to establish a baseline for future work.
The Symphony management model will be introduced at Wakefield One, the council’s flagship corporate building, with a phased rollout planned for other sites. Separately, the Wiggledesk platform will be used to manage 35 meeting rooms and improve workspace utilisation.
As part of the partnership, Bellrock will also design a future-state FM model for the council, including running the procurement process for future service providers – a move intended to help the council secure a competitive and technically capable supply chain.
