Kier establishes new infrastructure division

by Simon Foulds

Kier has confirmed the formation of a new Infrastructure division, marking a significant strategic move for one of the UK’s construction and infrastructure contractors. The announcement positions the Group to respond more effectively to long-term market demand, particularly in light of the Government’s 10-Year Infrastructure Strategy and ongoing national asset renewal programmes.

The new Kier Infrastructure division brings together the Group’s existing Transportation and Natural Resources, Nuclear & Networks businesses. By consolidating these operations, Kier is creating a single, market-facing infrastructure division with integrated capabilities across roads, rail, aviation, water, energy and environmental services. The division will operate across the full asset lifecycle, including major project delivery, maintenance and repair, aligning with client requirements for digitally enabled, resilient infrastructure delivery.

Kier Infrastructure will be led by Joe Incutti, previously Group Managing Director for Kier Transportation. Incutti brings experience across multiple regulated and non-regulated infrastructure markets, with a track record in operational performance and sustainable growth. His appointment forms part of wider changes to Kier’s Executive Committee, which take effect this month.

Leadership

As part of these leadership updates, Chief Financial Officer Tom Hinton and Group Managing Director for Construction Martin Staehr formally join the Executive Committee. Several senior leaders have also taken on expanded roles aligned with the Group’s digital construction strategy. Louisa Finlay, currently Chief People Officer, becomes Group Chief Operating Officer, with responsibility for operational performance and for advancing Kier’s ambition to become a naturally digital business. Her remit also continues to include health, safety and wellbeing, alongside sustainability.

James Askew has been appointed permanently to the Executive Committee as Group Commercial Director, following his interim role as Group Managing Director of Construction. He will oversee commercial, procurement, pre-construction and business development functions, as well as leading Kier’s 360 approach to integrated project delivery. Abi Cooke, formerly Head of Strategy for Kier Places, joins the Group functions team as Chief of Staff to Chief Executive Stuart Togwell.

Commenting on the announcement, Stuart Togwell said: “This is a hugely exciting time for Kier. Today’s announcements mean we start 2026 set up in the best way to support our growth ambitions and deliver exceptional outcomes for our customers.” He added: “Bringing together our Transportation and Natural Resources, Nuclear & Networks is a natural next step for us as a Group, and creates a clear market-facing infrastructure powerhouse.”

The strategic realignment follows continued contract wins across Kier’s core infrastructure and construction markets. Recent successes include securing the main construction contract for a new Government Hub in Darlington, Early Contractor Involvement contracts with Southern Water and Norfolk County Council, and confirmation of a new Midlands hub in Birmingham. The Birmingham facility has been transformed by Kier’s Property business into a sustainable, digitally enabled building in the city centre.

Kier will issue a trading update on 20 January, followed by its interim results on 3 March.
