Leading CIOB into a new era

by BiD Admin

The Chartered Institute of Building (CIOB) has announced the appointment of its new Chief Executive Officer, following the departure of Caroline Gumble. Stepping into this pivotal leadership role is Dr Victoria Hills MRTPI, FICE, a highly respected figure in the built environment sector, currently serving as the Chief Executive of the Royal Town Planning Institute (RTPI).

Dr Hills will take up her new post with the CIOB later this year, bringing with her a wealth of leadership experience, a unique perspective on the challenges facing the construction industry, and extensive networks across governmental, regulatory, and commercial spheres.

A proven leader

Since joining the RTPI in 2018, Victoria Hills has spearheaded a major organisational transformation. Under her leadership, the RTPI evolved into a more dynamic and outward-facing body, significantly enhancing its engagement with external stakeholders and members alike. Her strategic focus on growing membership, strengthening the institute’s value proposition, and investing in digital solutions has positioned the RTPI as a key voice in discussions around planning and sustainable development.

A new chapter for the CIOB

Commenting on the appointment, Steve Nitman, Chair of the CIOB’s Board of Trustees, expressed confidence in the new leadership: “We are pleased to welcome Dr Victoria Hills and congratulate her on her appointment as CIOB’s new CEO. Victoria brings a wealth and depth of experience to begin a new chapter in our long and influential history. We look forward to a successful, progressive, and rewarding future that strengthens our position as the go-to global professional institute for the built environment.”

Driving professionalism in the construction sector

Dr Hills shared her enthusiasm for the challenges and opportunities that lie ahead for the construction industry and the CIOB community: “The built environment is without doubt one of the major topics being debated in this country. During my time at the RTPI, I’ve worked hard to ensure that planning has been driven up the agenda. Looking to the future, with a clear focus on delivering growth while achieving the Sustainable Development Goals, the next frontier is undoubtedly construction.”

She continued: “It’s an incredibly exciting time for professionalism in the construction sector, with huge opportunities to enhance the quality of the built environment, drive up professional standards, champion innovation, influence policy, and nurture talent across the CIOB’s global community. I feel privileged to be joining the CIOB at such a pivotal moment.”

Dr Hills also acknowledged the significant contributions of her predecessor: “I feel privileged to be taking over from Caroline, who has delivered a significant change programme for the organisation, leaving a strong legacy. I wish her every success in her next significant role.”

Looking ahead

With her appointment, the CIOB signals its commitment to addressing the evolving needs of the construction sector, from sustainability and digital transformation to workforce development and policy influence. As the world’s leading professional body for construction management and leadership, the CIOB plays a critical role in raising standards, promoting ethical practices, and shaping the future of the built environment.
