Support for a UK sovereign AI chip design industry

by Simon Foulds

The race to secure a sovereign UK AI chip design industry is heating up – and fresh government advice could give Britain the competitive edge it needs.

In July 2025, the Council for Science and Technology (CST) provided advice to government on how the UK can build a sovereign AI chip design industry. CST made 6 recommendations, covering the skills and training requirements for chip designers, finance and investment for industry, and the access to infrastructure and technology the UK would need to build to achieve this.

And now it has delivered a landmark report, Building a Sovereign AI Chip Design Industry in the UK, setting out six key recommendations to ensure the UK can carve out a leadership position in AI chip design, semiconductor innovation, and digital sovereignty.

The report recognises that semiconductors are central to the UK’s economic resilience, technological competitiveness, and national security. With AI driving global demand for cutting-edge chip design, the CST argues that Britain is uniquely positioned to seize the opportunity—if the right investment, infrastructure, and skills pipeline are put in place.

Six recommendations to build a UK AI chip design industry

CST’s recommendations to government include:

  • Boosting the UK chip design workforce: The Department for Science, Innovation and Technology (DSIT) and Department for Education (DfE) should ramp up training to increase the number of new chip designers by 2030.
  • Expanding investment in optoelectronics skills: Backing training through institutions such as the Optoelectronics Research Centre (ORC) to meet demand in this fast-growing field.
  • Setting clear semiconductor strategy: DSIT and the Ministry of Defence (MOD) should define strategic objectives, sending a strong signal to the UK semiconductor sector.
  • Coordinating investment across the innovation pipeline: Ensuring consistent financial support from early-stage R&D to commercialisation.
  • Building accessible semiconductor infrastructure: Providing SMEs and academics with affordable access to design and fabrication facilities.
  • Exploring UK access to leading-edge technology: DSIT and the Department for Business and Trade (DBT) should help startups tap into advanced semiconductor technologies.

Why does this matter?

With global demand for AI hardware skyrocketing, supporting a sovereign AI chip design industry in the UK is not just about boosting innovation—it’s about ensuring economic security and reducing reliance on overseas supply chains.

The CST report underlines that Britain’s strength in research, combined with strategic investment in chip design skills, semiconductor infrastructure, and innovation funding, can position the UK as a globally competitive hub for AI chip design.
