England’s ageing road network receives £27 billion investment to improve resilience, connectivity, and long-term infrastructure performance nationwide.
The UK government has confirmed a £27 billion commitment through the Road Investment Strategy 3 (RIS3), marking one of the largest infrastructure funding programmes focused on England’s motorways and major A-roads. Spanning five years, RIS3 is positioned to address structural deterioration, improve journey reliability, and enable long-term digital construction transformation across the strategic road network.
This large-scale investment responds directly to the challenges of ageing infrastructure, rising maintenance backlogs, and increasing demand from freight and logistics sectors. For the digital construction industry, RIS3 presents a significant pipeline of projects requiring advanced delivery methods, data-led asset management, and integrated digital workflows.
Asset renewal and preventative maintenance at scale
A central component of RIS3 is the £8.4 billion allocated to renewing and repairing existing infrastructure. This includes resurfacing over 9,000 kilometres of motorway and major A-road lanes, representing nearly a quarter of the network.
From a digital construction perspective, this scale of renewal will depend on technologies such as Building Information Modelling (BIM), digital twins, and predictive maintenance tools. These approaches enable asset owners and contractors to monitor road conditions, optimise interventions, and reduce lifecycle costs.
In parallel, an additional £7.3 billion has been committed to local authorities to address potholes and support long-term road maintenance strategies. The integration of central and local funding creates opportunities for standardised data environments and improved interoperability across road asset systems.
Major road schemes are driving connectivity and growth
RIS3 will also fund major infrastructure schemes designed to unlock regional economic growth and improve national connectivity. Among the most significant projects are:
- The dualling of the A66 between Cumbria and North Yorkshire
- The Lower Thames Crossing, a new route east of London aimed at reducing congestion and improving freight movement across the South East
These projects are expected to leverage digital construction methodologies from design through to delivery. This includes 4D planning, automated construction techniques, and real-time project monitoring to enhance efficiency and reduce risk.
The government has also approved 16 additional road schemes across the major road network and local roads. These include bypasses and junction upgrades that support housing delivery and job creation, particularly in areas requiring economic regeneration.
Unlocking private investment and digital innovation
A notable feature of RIS3 is its role in unlocking private investment, particularly in large-scale schemes such as the Lower Thames Crossing. This model encourages collaboration between public and private sectors, creating an environment where digital innovation can be embedded into project delivery.
For contractors and consultants operating within the digital construction sector, this signals increased demand for expertise in data integration, digital asset management, and infrastructure lifecycle modelling. The need to demonstrate value for money and long-term deliverability will further accelerate the adoption of digital tools.
Government and industry leadership perspectives
Transport Secretary Heidi Alexander emphasised the strategic importance of the programme: “For too long this country has failed to tackle and fix our crumbling infrastructure, but this huge £27 billion investment in our roads will secure the future of our road network for years to come.”
She highlighted that the investment extends beyond maintenance, stating it will deliver “smoother and faster journeys for drivers” while advancing new infrastructure projects nationwide.
Roads and Buses Minister Simon Lightwood reinforced the operational impact: “This new funding will be transformational for the millions of drivers and thousands of businesses that rely on our motorways and A roads every day.”
He pointed to major schemes including the Lower Thames Crossing and A66 dualling as critical to improving journey efficiency.
From an asset delivery perspective, Elliot Shaw, Executive Director at National Highways, underlined the economic and operational benefits: “This major investment will help boost economic growth by improving and maintaining motorways and major A roads which keep the country moving.”
He added that maintaining infrastructure effectively enables industry confidence, supports housing delivery, and strengthens national connectivity.
Implications for the infrastructure sector
RIS3 establishes clear performance targets for safety, journey reliability, asset condition, and environmental outcomes. For digital construction professionals, these requirements necessitate robust data strategies, real-time performance tracking, and transparent reporting mechanisms.
The introduction of accountability frameworks, including new road condition rating systems for local authorities, further increases the demand for accurate data capture and analysis. This aligns with broader industry trends towards digitisation, automation, and outcome-based delivery models.
Additionally, the scale of RIS3 creates opportunities for innovation in areas such as:
- Smart infrastructure and sensor deployment
- AI-driven asset management
- Digital twins for network optimisation
- Low-carbon construction methodologies
These technologies will be essential in meeting both performance and sustainability targets across the programme lifecycle.
RIS3 signals a shift towards data-driven infrastructure delivery, creating opportunities for digital construction adoption, improving resilience, and supporting long-term economic growth across England’s strategic and local road networks.
