Advancing AI capabilities

by Simon Foulds

International collaboration on the science of AI measurement and evaluation has taken a step forward following the latest meeting of the newly renamed International Network for Advanced AI Measurement, Evaluation and Science. Representatives from major global economies met in San Diego to reaffirm their commitment to developing shared approaches for evaluating advanced AI capabilities, signalling an important phase for sectors that rely on trustworthy and transparent digital technologies, including digital construction.

Evolving priorities

The decision to transition from the International Network of AI Safety Institutes to the International Network for Advanced AI Measurement, Evaluation and Science reflects the group’s evolving priorities. As AI systems continue to advance, governments and industry increasingly require reliable, consistent, and internationally aligned approaches to AI measurement and evaluation. For digital construction, where AI is driving new methods of planning, design, optimisation, and project delivery, this shift supports the sector’s need for dependable tools and transparent performance metrics.

Network Coordinator

The UK will now take on the role of Network Coordinator. This position places it at the centre of global efforts to shape scientific approaches to measuring AI performance, robustness, and reliability. As digital construction organisations adopt AI to improve asset management, automate data processing, and support decision-making, the UK’s leadership in developing shared measurement standards is likely to influence how AI tools are deployed across the built environment.

AI governance

The Network, established in November 2024, includes Australia, Canada, the European Union, France, Japan, Kenya, the Republic of Korea, Singapore, the United Kingdom and the United States. Its mission is to build internationally recognised methods for evaluating advanced AI capabilities and to support governments in aligning their approaches to AI governance. Since its inception, members have exchanged knowledge on AI evaluation techniques to help strengthen global confidence in AI systems and support consistent expectations for AI performance across borders.

Public trust

Building public trust in AI remains central to the Network’s objectives. For construction and infrastructure organisations investing in AI-enabled workflows, trust is essential to adoption. Reliable and transparent measurement frameworks can help accelerate the responsible integration of AI in areas such as predictive maintenance, digital twins, construction robotics, and automated compliance checking.

Deeper engagement

The San Diego meeting was held alongside NeurIPS, one of the world’s leading AI research conferences, enabling deeper engagement between policymakers, researchers, and industry stakeholders. This connection between scientific research and practical policymaking is expected to support the development of rigorous and applicable testing methods for emerging AI models.

AI progress

AI Minister Kanishka Narayan emphasised the importance of trust in shaping global AI progress, noting that the UK’s coordinating role will support collective efforts to advance AI evaluation and research. Adam Beaumont, Interim Director of the AI Security Institute, highlighted the need for global alignment, stating that advanced AI systems require evaluation methods that reflect their international development and deployment.

Renewed focus

For the digital construction sector, the Network’s renewed focus offers a pathway toward clearer standards, improved AI assurance, and greater confidence in the tools that underpin the industry’s digital transformation. As AI applications become more embedded in project delivery and asset operations, the development of robust and internationally aligned measurement frameworks will support safer, more predictable outcomes for project teams, clients, and end users.

AI collaboration

The strengthened mandate of the Network marks a significant stage in global AI collaboration. By coordinating efforts across research, government, and industry, the group aims to ensure that AI measurement and evaluation evolve at the pace required to support the responsible development of advanced technologies in construction and beyond.
