The Chartered Institute of Building confirmed Dr Hills started the role on Friday, 2 January 2026, following her tenure as Chief Executive of the Royal Town Planning Institute. She brings more than 25 years of senior leadership across membership organisations covering planning, transport, regeneration, and regional government, with experience working for all three Mayors of London.
On her first day, she said: “I’m delighted to be joining the CIOB at such a critical time for the construction profession both domestically and internationally. The team’s hard work over the last year has provided solid foundations from which we can move forward together.”
Addressing priorities for digital construction and governance, Hills added: “In 2026, the CIOB Academy will be 10 years old, and in four years we’ll be celebrating 50 years of our Royal Charter. Beyond the key dates, we have an opportunity to deliver now, with a focus on consolidating efforts before reviewing the CIOB’s Corporate Plan.”
Her appointment positions CIOB to advance digital construction capability, standards, and governance while reviewing its Corporate Plan and preparing milestone anniversaries across education, chartered status, and practice.
