£9m council contract for carriageway resurfacing

by Simon Foulds

Heidelberg Materials UK has resecured a highway maintenance contract with Wirral Borough Council to maintain and improve the borough’s road network.

The agreement, valued at approximately £9 million, follows a competitive tender process and extends the partnership between the contractor and the local authority for a further three years. The contract focuses on structural carriageway resurfacing works, a critical component of long-term highway asset management and digital construction planning within local infrastructure programmes.

The award reflects the council’s evaluation of technical capability, sustainability commitments, and value for money in the delivery of road infrastructure improvements.

Three-year structural carriageway resurfacing programme

The new contract will support the ongoing maintenance of Wirral’s highway network through structural carriageway resurfacing works. Such programmes play a central role in improving road durability, enhancing road safety, and extending the lifecycle of existing infrastructure.

Within the digital construction sector, highway resurfacing projects increasingly rely on data-driven asset management, advanced asphalt materials, and coordinated delivery models between contractors and public authorities. These approaches support more predictable maintenance schedules and long-term network resilience.

Heidelberg Materials UK has worked with the council since 2014. Initially, the company operated through Bam Nuttall before establishing a direct partnership with the council’s highways team in 2019.

The renewed agreement continues this relationship while supporting the council’s objective of maintaining a reliable transport network for residents, businesses and public services across the borough.

Focus on technical quality, value and sustainability

According to Brian Smith, Senior Highway Maintenance and Street Lighting Manager at Wirral Borough Council, the procurement process highlighted Heidelberg Materials’ technical delivery and sustainability commitments.

“We are pleased to award our structural carriageway resurfacing contract to Heidelberg Materials,” he said.

“The company presented excellent quality statements which clearly demonstrated strong technical ability, value for money and a commitment to sustainability. We look forward to working together to deliver a safe, reliable and resilient network for all road users.”

Sustainability considerations were a key component of the tender process, reflecting wider changes across the construction and highways sectors. Local authorities are increasingly prioritising lower-carbon materials, responsible sourcing, and lifecycle efficiency when procuring infrastructure maintenance contracts.

Lower-carbon asphalt and long-term collaboration

Scott Cooper, Contracting Managing Director at Heidelberg Materials Contracting, emphasised the significance of the renewed partnership and the role of sustainable materials in future works.

“This is fantastic news and will build on the successful relationship we have built with Wirral Borough Council over the last decade,” he said.

“It signals the next step in our collaborative working arrangement to deliver a well maintained and sustainable highway network where we will continue to explore the use of lower carbon asphalt solutions.”

The integration of lower-carbon asphalt technologies is increasingly relevant within digital construction strategies, where material performance data and carbon measurement tools help contractors and clients track environmental impacts throughout infrastructure lifecycles.

The renewed contract reinforces a decade-long collaboration between Heidelberg Materials and Wirral Borough Council, supporting strategic highway maintenance and sustainable infrastructure delivery across the borough’s road network.
