Costain appointed to £1.2bn four-year framework in North West

by Mark Cantrell

Costain has been appointed to Procure Partnerships Framework’s North West Contractor Framework, strengthening its regional public sector pipeline.

Effective from this month, the four-year framework, valued at £1.2bn, is managed on behalf of Wirral Council, and is open to a wide range of North West public sector bodies. This includes local authorities, government departments, regulated utilities, schools, housing associations and emergency services.

It is designed to support the delivery of infrastructure projects from procurement through to completion.

Faye Dolan, framework director at Procure Partnerships Framework, said: “We are delighted to announce the successful contractors for our third iteration North West Contractor Framework. This iteration brings together a diverse contractor base, combining national and regional expertise, to ensure public sector clients across the North West have access to the right contractors for projects of any scale, and that local suppliers have a key part to play in delivering projects in the North West.

“It is fantastic to welcome both returning and new contractors to the framework. The structure and lots have been designed in collaboration with Wirral Council and the construction industry to reflect the needs of both the North West market and our public sector clients. We are looking forward to seeing the impact our partners will deliver over the next four years.”

Costain has secured positions on Lot 11 and Lot 12 of the framework. Lot 11 covers schemes valued between £15m and £30m and has an estimated value of £120m, while Lot 12 covers projects exceeding £30m and carries an estimated value of £144m.

The company will draw on its experience delivering engineering-led infrastructure solutions across the transport, energy, water and defence and nuclear sectors. It will also leverage its Manchester office as part of its established presence in the North West.

The appointment adds to Costain’s existing regional workload. In transport, it is undertaking biodiversity studies for Manchester Airports Group and is acting as delivery partner for National Highways on the M60 Simister Island Interchange scheme, following previous completion of upgrades to the M6 between junctions 21 and 26a.

In the energy and utilities sector, Costain is working with Urenco on new infrastructure at Capenhurst in Cheshire, delivering AMP8 works for United Utilities and designing an underground hydrogen storage facility in Northwich for Storengy UK.

Jonathan Willcock, managing director, transportation at Costain, said: “Our selection to the framework marks an expansion of our portfolio of partners in the infrastructure ecosystem and the North West of England. It is a region that we know well and where we have a strong track record of delivering infrastructure projects predictably in collaboration with our supply chain partners.

“We will be focused on establishing strong working relationships that will allow us to deliver engineering-led solutions that incorporate constructability and Production Thinking, supporting jobs, growth and more resilient infrastructure for the North West.”
