Digital capacity and housing delivery at Homes England

by Simon Foulds

Homes England enters a critical delivery phase with a regeneration appointment supporting digitally enabled regional housing.

To drive this, Homes England has appointed John Reid as Executive Director for Technical Capacity and Coordination, marking a significant step in the agency’s transition to a new regionally focused operating model. The appointment comes as the government’s housing and regeneration agency prepares for a pivotal year of delivery, underpinned by digital construction practices, data-led decision-making, and coordinated technical expertise.

The role sits at the centre of Homes England’s new organisational structure, which will take effect in April 2026. It follows the recent confirmation of five executive regional directors, designed to strengthen local engagement while improving national consistency in housing delivery, infrastructure investment, and regeneration outcomes. Together, these changes signal a more integrated approach to place-based development across England.

In his new position, Reid will lead a nationally managed technical capacity and coordination hub. This hub will provide specialist expertise that can be deployed flexibly across regions, supporting projects at every stage of the development lifecycle. For the digital construction sector, this model reflects a growing emphasis on scalable technical capability, including digital planning tools, building information modelling (BIM), and data-driven programme management to unlock housing delivery at pace.

Reid brings extensive experience in complex regeneration and large-scale housing programmes across both public and private sectors. As Managing Director at Herts Living, he has overseen major residential development initiatives, while his previous role as Director of the Estate Development Programme at The Grosvenor Estate involved delivering high-value, long-term regeneration schemes. This blend of public–private sector expertise aligns with Homes England’s focus on partnership-led delivery and coordinated investment.

Strategic plan

The appointment also supports the agency’s Strategic Plan 2025–30, published alongside an Investment Roadmap and ahead of an Investment Prospectus due in early 2026. These documents set out how Homes England will deploy capital, land, and technical support to accelerate housing supply, modernise construction methods, and improve outcomes for local communities. National programmes such as the National Housing Bank, National Housing Delivery Fund, and Social and Affordable Housing Programme will be closely aligned with regional delivery teams and the new technical hub.

From a digital construction perspective, the new operating model creates clearer pathways for innovation adoption. Centralised technical coordination can help standardise data environments, improve design assurance, and support modern methods of construction across regions. At the same time, regional teams working closely with local authorities, mayors, and development partners can ensure that digital tools respond to specific local needs.

Commenting on his appointment, Reid highlighted the opportunity to shape the new operating model and strengthen partnerships that deliver the homes and places communities require. Homes England Chief Executive Amy Rees CB emphasised that the agency is entering a transformative year, focused on reshaping how it works to meet evolving community priorities through regional collaboration and national programmes.
