EU funding large-scale carbon capture cement plant

by Simon Foulds

Holcim has been awarded European Union Innovation Fund support for its Carbon Hub CPT 01 project in Câmpulung, Romania, Eastern Europe’s first full-scale onshore carbon capture and storage (CCS) initiative. From 2032, the facility will produce around two million tonnes of near-zero cement each year, advancing the EU’s Clean Industrial Deal and accelerating the decarbonisation of construction materials across the region.

The project represents a major step towards net-zero cement production, supporting the EU’s ambitions for low-carbon industrial transformation. It will establish a blueprint for sustainable cement manufacturing across Central and Eastern Europe, contributing to the wider digital and clean technology transformation of the construction sector.

Simon Kronenberg, Holcim’s Region Head for Central and Eastern Europe, said the initiative ‘supports Holcim’s strategy to turn sustainable growth into profitable growth’ as part of its NextGen Growth 2030 roadmap. He added that the EU Innovation Fund’s backing recognises Holcim’s advanced engineering capabilities, technology maturity and collaborative partnerships across the value chain.

Carbon Hub CPT 01 will capture CO₂ emissions from cement production using proven carbon capture technology, before compressing and transporting the gas for safe, permanent underground storage. The project is being developed by an industrial consortium, with Carmeuse providing critical expertise in building a resilient CCS value chain.

Romania’s favourable geology, strong industrial base and supportive policy environment make it an ideal location for this landmark project. Beyond its environmental benefits, the initiative is expected to drive industrial innovation, strengthen local supply chains and create skilled jobs in clean technology and digital construction processes.

With the addition of Carbon Hub CPT 01, Holcim now leads the industry with eight large-scale EU-supported carbon capture, utilisation and storage (CCUS) projects across Europe, including sites in Germany, Poland, Belgium, France, Croatia and Greece. Together, these projects demonstrate Holcim’s commitment to scaling up low-carbon cement production and accelerating the transition to a climate-neutral built environment.
