Infrastructure Pipeline kicks off new era of delivery

by Simon Foulds

The UK’s infrastructure landscape is undergoing a transformative shift, with a new digital tool designed to inject long-overdue certainty, clarity, and confidence into the construction and investment sectors. As part of its 10-Year Infrastructure Strategy and broader Plan for Change, the government has launched an Infrastructure Pipeline that details over 780 public and private sector projects—a move hailed as a game-changer by industry leaders.

This innovative online tool doesn’t just list projects; it provides real-time updates, national and regional investment views, and filtering options by sector, region, funding source, and timeline. By offering this level of transparency, the tool is set to support major infrastructure planning, bolster investor confidence, and unlock opportunities for long-term business growth.

Driving confidence and clarity

For decades, UK infrastructure planning has been criticised for its inconsistency and short-termism. Now, that tide is turning. Backed by £530 billion in forecasted projects—including £285 billion of public sector funding—this pipeline offers a tangible foundation for private and public sectors alike to coordinate, invest, and build.

“This pipeline brings industry on that journey with us,” said Darren Jones MP, Chief Secretary to the Treasury. “By giving business leaders and investors confidence about future work, it empowers them to invest in their workforce and operations.”

With the inclusion of major schemes across transport, energy, education, and healthcare, the pipeline enables companies to anticipate upcoming demand, secure skilled labour, and build resilient supply chains.

A new era for infrastructure delivery

Developed and managed by the National Infrastructure and Service Transformation Authority (NISTA), the pipeline is already being described as a landmark shift. NISTA has engaged with over 40 government departments, public bodies, and regulated businesses to create an agile, data-rich resource designed for long-term strategic planning.

“We’ve listened to a wide range of voices to ensure this pipeline is designed to give the infrastructure sector the insights it needs to plan with confidence,” said Becky Wood, CEO of NISTA. “This is just the beginning—we’re committed to working closely with investors, operators and construction firms to evolve the pipeline over time.”

NISTA’s dynamic approach is a response to long-standing demands for a consistent and credible source of project data—something that was previously fragmented and outdated.

Industry voices applaud the move

The construction industry has welcomed the pipeline as a critical tool for future-proofing the UK’s infrastructure capacity and workforce.

“A dynamic, forward-looking infrastructure pipeline is exactly what business needs to plan, invest, and build with confidence,” said John Foster, Chief Policy and Campaigns Officer at the CBI. “This announcement sends a strong signal that the government is serious about long-term planning.”

The Institution of Civil Engineers (ICE) echoed this sentiment, noting that an agreed-upon list of upcoming projects will help streamline delivery, workforce recruitment, and financing.

Mark Reynolds, Executive Chair of Mace and Co-Chair of the Construction Leadership Council, emphasised the pipeline’s potential to support a skilled and sustainable workforce: “The construction industry cannot invest in new skills, capacity and technology without clarity on our future workload. NISTA’s new dynamic approach is a major step forward.”

Supporting a modern industrial strategy

Beyond construction, the new pipeline aligns with the UK’s modern Industrial Strategy and net-zero ambitions. By providing clarity on future workloads, it encourages green investment, technology adoption, and regional development—key pillars of the government’s Plan for Change.

Dr David Crosthwaite, Chief Economist at BCIS, underlined the tool’s potential to reshape the sector: “The infrastructure pipeline includes project information that can be adjusted by sector, funding source, region, and start date. This level of insight could empower businesses to plan resources and boost investor confidence.”

However, he cautioned that long-term funding certainty beyond the current Parliament remains a concern and called for more clarity on private finance mechanisms.

A call to action

With £379 billion confirmed for capital projects over the next five years—including £150 billion allocated for the next financial year—the scale and urgency of the UK’s infrastructure ambitions are clear. But delivering them requires coordinated effort.

As the pipeline evolves, it will be essential for government, industry, investors, and training bodies to work in partnership. Whether it’s delivering 1.5 million new homes, decarbonising energy networks, or modernising schools and hospitals, the pipeline offers a shared roadmap—and a shared responsibility.

The launch of the UK’s new Infrastructure Pipeline marks a bold step towards greater certainty, transparency, and long-term planning in the construction and investment sectors. By providing detailed, accessible information on hundreds of projects and aligning public and private sector efforts, the tool is a cornerstone for delivering the government’s infrastructure ambitions.

This is not just a list of projects. It’s a signal to industry: plan with confidence, invest with certainty, and build for the future.
