Turning the tide through the new homes accelerator

by Simon Foulds

The UK government has marked a major milestone in its mission to tackle the housing crisis, with the New Homes Accelerator programme unlocking progress on almost 100,000 homes across England. Designed to remove blockages in the planning system and accelerate delivery on stalled housing developments, the initiative is already reshaping the way large-scale housing projects are brought forward.

In its first year of operation, the New Homes Accelerator has supported the delivery of 36,000 homes that were previously delayed, while also advancing planning proposals for a further 63,000 homes. This breakthrough approach, coordinated by Homes England, is fast becoming a cornerstone of the government’s Plan for Change commitment to build 1.5 million homes over the course of the Parliament.

Removing barriers to housing delivery

For years, developers, councils, and local communities have faced bottlenecks in the planning system, with large housing sites often delayed by regulatory hurdles, under-resourced planning departments, and lengthy negotiations with statutory consultees.

The New Homes Accelerator programme directly addresses these challenges by:

  • Providing additional planning capacity to local authorities
  • Coordinating across government departments and arms-length bodies
  • Streamlining responses from statutory consultees
  • Supporting site-specific solutions to unlock stalled development

This targeted support is already having a measurable impact. For example, at Worcestershire Parkway, 4,500 homes are being unlocked through direct collaboration between Homes England, councils, and housebuilders.

New priority sites to deliver 12,000 more homes

Building on its early success, the Accelerator has announced support for six new priority large sites across England, expected to deliver more than 12,000 homes – with at least 25% designated as affordable housing.

The new sites include:

  • Wisley Airfield, Guildford – set to deliver 1,730 homes across three neighbourhoods, including 40% affordable housing, plus new schools, retail, social facilities, and a large public park.
  • Comeytrowe Garden Community (Orchard Grove), Somerset – a major development supporting local growth.
  • Hampden Fields, Aylesbury – part of wider growth in Buckinghamshire.
  • North Leigh Park, Wigan – unlocking much-needed homes in the North West.
  • Billet Road, Redbridge, London
  • High Road West, Haringey, London

By tackling local challenges head-on, the New Homes Accelerator is helping these sites progress from stalled planning applications to construction-ready developments.

Driving growth and digital transformation

The programme is not only about speeding up housing delivery but also about leveraging digital construction solutions and modern methods of planning and design. Digital tools are increasingly being deployed to streamline project management, improve collaboration between stakeholders, and provide real-time data insights that help accelerate approvals and construction timelines.

As the construction sector continues its digital transformation, initiatives like the New Homes Accelerator highlight the importance of technology in enabling faster, smarter housing development.

Supporting the UK’s housing and economic growth agenda

The New Homes Accelerator aligns with broader government housing reforms, including:

  • Overhauling the National Planning Policy Framework
  • Driving forward the Planning and Infrastructure Bill
  • Investing £39 billion into the Social and Affordable Homes Programme

Together, these policies underpin the government’s commitment to boost economic growth, increase housing supply, and deliver affordable homes for future generations.

By addressing barriers in the planning system and leveraging expertise from Homes England’s housing strategy, the programme is helping to ensure the UK can meet its housing targets while supporting sustainable community development.

A clearer path forward

Since its launch in August 2024 by the Deputy Prime Minister, the New Homes Accelerator has demonstrated the value of proactive intervention in housing delivery. With almost 100,000 homes now progressing across England and thousands more set to follow, the programme represents a significant step toward resolving the UK’s long-standing housing challenges.

As the government looks to deliver 1.5 million homes by the end of this Parliament, the New Homes Accelerator is expected to play a central role in meeting that target – and in shaping a more efficient, digitally enabled housing sector.
